After Ned's resolutions and looking more at the "objects" part of AUDA's constitution I doubt AUDA has power to bring in .au under the current constitution which is drafted around 2nd level registrations.

The constitution states AUDA's purpose is to develop policies around 2nd level domains, not top level domains, and the introduction of top level domains would likely require changes to the constitution in my view.

v. ensuring that registrars have equal access to second level registry services.
e. to manage the operation of critical technical functions including:
