It's also worth reading this relatively recent annoucement from ICANN about their shift away from direct US control / influence.

When Paul Levins was at ICANN he was directly involved in this process.

Hi all and thx Josh for referring to my role in this. I know Roger Clarke from years ago when he and I worked on implementing Australia's Privacy legislation. A lot has happened since 2004 when Roger wrote this article. In 2009 an in the 2 years leading up, I was responsible for developing the Strategy to end the Joint Project Agreement and to devise a new mechanism of accountability - it led to the Affirmation of Commitments. The internet is now loosely managed by various groups. The Internet Corporation for Assigned Names and Numbers or ICANN, for example, manages the domain name system and is under the control of the US government.

So in the end it all still comes under contracts of management signed off by US Dept of Commerce. Would this be right Paul?
