Is the Domain Broker Legit? What about The Certificate Request?

Has anyone seen through one of these requests? I seem to get a few each year like this;

"Our commission is only 5%. It's divided between buyer and seller 50/50 after you get the money.
The buyer offers $xx xxx USD dollars. If it's not enough please let me know and we will negotiate.

- The domain must not be pledged or sold to third parties (verification of restrictions).
- The certificate must be up to date (issued during last 30 days)
- The certification agency must be authorized by my buyer and his bank.

It's a scam. It's similar to the 'appraisal' ones that get sent out, e.g.: "we have a buyer that will pay you lots of money for your domain ...we just need you to pay for this valuation service first, as our buyer needs a verified appraisal to proceed ...blah blah".

If you pay for an appraisal (or in this case 'certificate'), then you'll lose that money and never hear from them again.
