Web CEO is a very old rank tracking software, I remember using it like 4 years ago. In recent times the best rank tracking I use is AWR on a private sever.

That been said SEOmoz is more of a tool set with various tools...

I was going to say I used to use it a few years ago. They used to, and probably still do have a free version with limitations. Since I had (reads: 'have') only 2 domins, it did what I needed it to do. Allowed me to track domains and subdomains, as well as scan keywords etc from the pages.
