I think the city sky line draws the attention away from the couple. I assume this would be for a wedding related website etc so that would be the focus.

I chose number one, i thought it conveyed you can leave the city and have country garden setting without having to travel 500 miles to do so

I like it with the city, makes the image feel more real. The edited version still has buildings in the top right behind the trees though?

I don't think that photo is suitable to be used for a featured photo of a wedding photography website (if that is what it is for) but anyway if it is going to be used then the image without the city skyline would be my preference because this would be one less thing distracting the viewer away from the intended subject.

While the background may be distracting, your eye will usually be drawn to people first anyway - and then distract. Not the other way around unless it is very bold (e.g Symmetrical Patterns / focus etc)
