Yes, you're probably correct in them being in Canada; I just knew they're not Australian based.
I was referring to Google seeing the ccTLD extension and then it noticing the site is not hosted in that cc; Australia. I'm not even certain if Google do apply a penalty for this actually, but I have read that Google could/do. A future Matt Cutts question?
