The word order is very awkward. Although this may be an actual search phrase (1,600 exact and $.79 bid), it's the result of "drill down" searching where the user has gradually added more terms to further qualify their search.

For keyword search phrase domains a good check is to read the domain out. If it doesn't sound like something someone would say then it more than likely has low value.

I think this is a key point, even if the term were more popular it is still something that might "work" as a search term but not as domain.
