If you're using Windows 7, it has a pretty good one built in.
I use MS Robocopy to many local hard drive I have.

Syncrify
Cloud love:
Google Drive 5 GB free
Microsoft SkyDrive for the alternative.

Your question doesn't make much sense, OP.

GWT provides copies of backlnks, some but not all. There is also linkdiagnosis.com and a bunch of others. Google is your friend.

I'd start with Google Webmaster tools and Analytics. And then later on you can check for free using MajesticSEO.com.

Open Site Explorer by SEOMoz is also a great tool for checking and analyzing your site's backlinks.

If you take SEO seriously than paying for quality tools shouldn't be an issue IMO
