Direct .AU registrations proceeding - where's the multi-stakeholder consultation?

According to the May 1, 2018 auDA Policy Review Panel agenda the panel is finalising the direct registration rules:

However, in a letter from auDA to Members on 18 April, 2018 the auDA Chair Chris Leptos wrote:

Finally, auDA is currently preparing briefing materials to ensure the engagement process outlined above connects meaningfully with our stakeholder base. This will be an intensive undertaking. Consequently, your Board believes it will not be able to properly consider ‘direct registration’ until the second half of 2019 at the earliest. In the meantime, the Policy Review Panel (chaired by Mr John Swinson) will continue to consult with members and stakeholders on a range of policy matters that are under review. Our priority, however, is to achieve the milestones in the Review roadmap.

I'm confused, which is it - is the Policy Review Panel's work on direct .au registration policy on hold, or proceeding full stead ahead?

It appears to be the latter, and without proper multi-stakeholder bottom up consensus policy development.

Is this more puffery from the auDA propaganda machine?

Is the agenda out of date perhaps? (i.e. written before the board decision)

Very hard to know what is going on when the PRP seems to have slipped into the same dark place as the auDA board in terms of minutes not coming out in a timely manner. Still waiting on March minutes.

Still they have a way to go to catch auDA itself who haven't yet released minutes from 13th November 2017. That got to be some kind of record.

Regarding direct registrations I believe they intend to start this all up again in 12 months, that is what they put on paper. That is why it is so important that these directors (who don't listen and are only interest in saving their own jobs) be removed at the upcoming SGM.

Everyone needs to keep an eye on this issue.

The Commonwealth report is very clear. auDA needs to start listening and get back to basics. They must cease all activities and plans for more profiteering which harm the stability & security of the existing .au namespace.

Why auDA must publish minutes includes a written agreement to Government to do it.
