Could URS negatively impact domainers and site developers/owners?

Apparently ICANN is proposing a Uniform Rapid Suspension system to simplify, speed up and make more cost effective the process of suspending domains which involve "clear cases of trademark abuse".

This article, and one of the commenters in particular, sound some warning bells. I'd be interested to hear some views on this, and whether or not there's a bit of paranoia creeping in to some of the predictions.

A good place to get information is from the ICA, Internet Commerce Association

The ICA do a great job in standing up for domainers and other domain name owners.
