What's the exact reasoning from auDA for the charge of COR's Brett? That a change in license incurs a legal fee for them/Ausregistry?

No it's because from memory they say the license can't be assigned from one party to another as the gaining party hasn't entered into the Registrant agreement with auDA.

So with a COR one party effectively gives up the license and the new party enters a brand new Registrant agreement with auDA. Because it a new Registrant agreement it's a new license/period.

It's basically legal jibber jabber. That if you put your thinking hat on for 5 minutes you could probably come up with solutions that don't involve a new license happening.
