Changes to post edit time

We have upgraded the forum so that the "marketplace forum" is isolated from any editing restrictions. Previously we were forced to use a blanket approach.

So the good news is that everyone can now have unlimited editing in the marketplace!

The current 30 minute editing window shall remain in place on all the other categories.
