The level is of non use is actually on the high side for both tlds even when compared to other new tlds.

For example ntldstats shows 69% & 72% parked for each tld.



So once you add in redirects and low quality sites, 337 real sites in Google for .sydney is probably about right.

Overall ntlds stats shows the average parked % is 56% for all ntlds, so both .melbourne and .sydney are at very high levels. By way of comparison .xyz which is considered one of the junkiest ntlds is 63%.
