The solution to this is restricting price. I'd rather see this than see limitations on what people can ask which would actually effect sales in some circumstances.

Whether this names were priced at a billion dollar, 10,000 dollars or 10 dollars that outcome would be exactly the same. I wouldn't call this guy a time waster either, he might be wasting his own time, but he isn't wasting anyone else's. It is as upfront and clear as anyone could be.
