I use Weebly and have always found it really good. They have continually been making improvements during the time I've used it, and I assume that they will continue to do so.

The ease at which you can change templates without disturbing your content is very helpful for me when I want to give a site a fresh new look.

This article gives a fair and balanced overview and comparison of Weebly and Wix.

I agree with @Scott7 -- Weebly would be my pick of the 2.

Also check out Squarespace. WordPress is always my preference, but credit where it's due.

Weebly but I migrated a site from weebly to wordpress and without a doubt the crawlers had a much easier time figuring out what the pages were about.
