It seems that Netfleet does get catch a high number of dropping domain. Why question is why?
Do they have faster computer systems that can react faster to dropping domains?
Do they have arrangement with more registrars to catch their dropping domains?
If the latter is the case, why is there no regulation to make a level playing field?

    All good questions :)
It's no doubt a combination of technology, systems and registry connections (7 in total).
    It's an unregulated industry.

why can we drive cars? why do we pay SEO people to make our sites rank?
NF invested in knowledgeable people at the right time and put money behind them / systems / technology / software etccccccc to create the result, it could very easily have amounted to nothing like any venture.
