OK I have a bit of a dilemma and I'm looking for some feedback.
Basically in the last couple of months I have been trying to lean up a major client's AdWords campaign which has included trying to minimise fraudulent ad impressions and clicks.
One of the things I have been doing is tracking the IP of those clicking through from our Google Adword campaign and I have come across a visitor who over the last 4 weeks has visited 14 times by clicking our Ads.
Normally if I had seen an IP address that had visited 10+ times I'd make it so our adwords weren't displayed to that IP address anymore, but in this case it appears that the IP address has a number of different ISPs which makes me wonder if it is actually different people but with the same IP address yet different ISPs?
But how is that so?
In my experience normally an IP address usually just has one ISP like Telstra or TPG or Optus, etc...
That said, "my experience" and understanding of IPs and ISPs is extremely limited so I was looking for some feedback.
Can anyone offer insight?
