This is a scam correct?

Yep i would say it's a scam , when you reply they will ask you to pay for an appraisal
You can also 'google his name' with the added words Domain Names, see what you come up with?

Yep this one has been around for 2-3 years. Sometimes they ring too and you can hear what sounds like a call centre in the background where they are scamming other people.

As soon as you see the words: Saudi Arabia, Western Union and a crazy budget which is not realistic you know something is up.

keep them going just for fun as long as you can and see what comes out.

I had a similar scam for "book my full wedding" their budget was $50k but I had to pay $28k for the airfares to get them here and then be reimbursed

I even got a phone call !
