I've seen people here and on other forums (like namepro) talking about picking up domains for $0.99, some mention coupons.
This seems like a real safe way to build up a domain portfolio and at very low risk, because if you can't monitise or sell it within a year, you can just let it expire, so it's only cost you $0.99.
Is there a thread somewhere here where these things are announced, or do most of you register at many domain registrars, so that you're notified automatically when there's cheap domain registrations or coupons available? If so, which ones are worth registering with?

I wouldn't waste your time on this strategy. If you think a domain is worth $20 then buy it. Don't piss your money away on domains that aren't worth a $20 bet in the first place. Plenty of domainers have done the numbers on all of the domains you are considering already.

Fair enough... but sometimes there are domains you want to take a chance with (perhaps domain that you own already with a different extension), and for $0.99 it might be worthwhile as the risk is almost zero.
So is there a place where these things are announced?

GoDaddy don't do as many coupons as they used to, but there's usually a few deals on offer.

Why is it that there are never 0.99 promotion like this for .com.au domains?
