VERY hard to sell and no obvious business model so no development potential.

I wouldn't register it.

Possible trademark issues is the first thing that comes to mind, unless this is a a site about people you don't like around the office. Either way I don't think it is worth anything, no clear commercial usage.

Office tools sounds to me like a very generic term and I see no reason for IP Australia to allow only 1 entity to use Office Tools name for their Office Supplies or Office Products.
