Dropping domains with previous offers

I always find it interesting when I see a domain dropping that I previously contacted the owner of and made a significant offer (mid range $XXX).

Is it simply a case of owner forgotting/missing the renewal somehow or are they really just trying to lose money

Has this happened to others?

Yes its happened to me twice so far!

Just last week, I picked up a domain on the drops for around the $1k mark which I had previously offered $4k (exactly about 12 months ago). But the owner wanted $10k.
