Change of Registrant on Netfleet

I haven't done this for a quite some time but rather than wait days for a response from Netfleet I thought I'd ask the question here. If I initiate a change of registrant on Netfleet must the new registrant also have an account at Netfleet to transfer to or can they accept the domain through any registrar? Thanks for the response.

I have not used the Netfleet COR as there are cheaper options out there, VentraIP is awesome, however I would say that the new registrant "would want" to have an account at NetFeet to take control of the domain or at least move the domain to their selected registrar before releasing any funds to you. i.e via Escrow Angel.
