"An update on the Registry Transformation Project

auDA has decided to conduct a tender process to enable auDA to build and operate a dedicated .au registry. As an initial scoping exercise, auDA has released a Request for Expressions of Interest for the Registry Transformation Project.

The documents are now available for download on auDA's Registry Transformation Project website.

Expressions of Interest are due 23:59 UTC, 26 June 2017 (9:59am AEST, 27 June) and must be lodged electronically by emailing rtp@auda.org.au by this date.

Terms of Reference: Tender Process Committee
Purpose

The purpose of the Tender Process Committee is to:
• provide input on the tender process to attract and evaluate suitable products, technology and or service providers to allow auDA to build and operate the dedicated .au registry; and
• consider the tender management plan to ensure the tender process adheres to sound commercial practice. Whilst auDA will consider inputs of the Committee, it is not bound to implement or take any further action in respect of any suggestions.
Activity
The primary activity for the Committee is to review the tender management plan and any documents associated with the tender process.
Chair
The Project Lead of the Registry Transformation Project: Bruce Tonkin.
Members
The Committee will consist of approximately 6 members in addition to the Chair.
It is intended that the Committee will consist of members that have experience in operating tender processes for the selection of products, technology and or service providers for domain name registries, and also have an understanding of the unique policy requirements of the .au ccTLD and its associated second level domains.
Members of the Committee will be appointed by auDA.

To avoid any conflicts of interest, a member of the committee may not be involved in any submissions to the Request Expressions of Interest or subsequent tender process. Membership of the Committee is on a voluntary basis.
Operations
The Committee will operate via telephone conference, and will likely involve a weekly call of 60 minutes duration at a time suitable to Committee members (including those in different time-zones).
The Chair will provide regular progress reports to the auDA CEO and Board.

Terms of Reference: Registrar Liaison Committee
Purpose

The purpose of the Registrar Liaison Committee is to provide input on:
• the technical and services interfaces between the .au registry and registrars;
• the technical specifications for:
▪ Extensible Provisioning Protocol (EPP) Registrar-Registry registration system interface;
▪ Registrar admin website portal for managing domain name records and accessing information such as reports (including lists of names available for re-registration) and billing;
▪ WHOIS services – particularly the website portal and API interfaces such as Registration Data Access Protocol (RDAP); and
▪ Operational Test and Evaluation (OT&E) environments;
• services required to support registrars including payment options, technical support, and general customer support; and
• the testing plan to ensure the proper operation of the .au registry before it goes into production.

Whilst auDA will consider inputs of the Committee, it is not bound to implement or take any further action in respect of any suggestions.

Activity
The Committee will be invited to provide inputs on improvements it would like to see made to the registry services.
As draft specifications are developed, building on the existing technical specifications, the Committee will be invited to review and recommend improvements to the drafts.

Members Membership of the Committee will be open to auDA accredited registrars. Generally only one member will be permitted from each group of affiliated registrars (i.e. common ownership), unless, in auDA’s reasonable opinion, a member brings expertise that is not otherwise available on the Committee. It is intended that the Committee will consist of members that collectively have direct experience using the registry services, with knowledge of the relevant technical standards for each interface. Membership of the Committee is on a voluntary basis. Committee members must be prepared to commit their time and effort.

"Consistent with auDA’s approach to open and transparent processes, and given the .au registry is a key piece of national infrastructure, this REOI forms part of a market exercise to test the value, accountability and performance of building a best-in-class registry.

The scope of products, technology and services required to enable auDA to build and operate a dedicated .au registry may be varied and extend beyond those services provided to auDA to date. This may include appointing a third party (or parties), or enabling auDA (or a subsidiary) itself, to self-supply or provide certain registry services, along with the additional services described in this REOI.

Without limiting the above, auDA intends for the Registry Transformation Project to include:
• registry services for the direct registration of domain names in .au at the top-level;

• registry services for second-level domain name spaces including, com.au, net.au, org.au, asn.au, id.au, conf.au, gov.au, edu.au, wa.au, nt.au, sa.au, qld.au, nsw.au, act.au, vic.au and tas.au;


• the following specific registry services: Registration services, the WHOIS service and the Authoritative DNS name services associated with the .au ccTLD and its associated second level domains. These services are further described in Section 7 below.
The scope of all aggregate products, technology and services provided by respondents (along with those that auDA provides to itself) must align with auDA’s Registry Transformation Project Goals, which are described in Section 3 below.

Respondents can respond with products, technology and / or services for all or part of the elements of the Registry Transformation Project, and are free to partner with other respondents to put together combined proposals.

auDA intends to establish a dedicated .au registry, and have all arrangements in place to support this, by 30 June 2018.

What we found out today from the ACT Government's $300 million contract with no tender.
The Government:
- Refused to say if bonuses were paid to senior staff responsible for the deal
- Refused to release the agreements
- Confirmed that the contract was not audited
- Confirmed that there are no financial penalties for non-performance or under performance
- Confirmed that no market testing was undertaken before entering into the contract
- Confirmed that no analysis has been done to show whether the contract is delivering value for money
- Confirmed that the cost of this contract is part of the massive increase to water prices"
