Client tranfer request wait time

I bid on a domain yesterday that was dropping. I didn't win (wasn't too bothered).

But I notice today that it's status on the whois is..

UpdatedDate 18-Feb-2011
Status pendingTransfer (Client requested transfer)
Status inactive

Have the rules changed as to how long it needs to be registered before on-selling?

That means transfer of registrar not registrant
